The 2" ankle cuff buckles tightly and the 1/2" strap goes under the shoe in front of the heel. These buckles don't have locking tongues, but you can still put padlocks through the regular buckle holes in the strap after the strap is buckled which would make removing these cuffs and the high heels impossible without the keys!
